Blue Cross-Blue Shield of Massachusetts has always blamed
its problems on someone else.
Its favorite scapegoat has been a flawed system of state
regulation that has left the company with enormous and expensive
social responsibilities and not enough money to pay for them.
A major study of Blue Cross, due out in about two weeks, is
expected to say the company has a point -- that state policies have
contributed to the health insurer's woes, which include a very low
level of financial reserves and a steady loss of subscribers. But
that same study will also deliver another message: The company's
own management bears most of the burden for the firm's difficulties.
