The City Council initiated legislation yesterday that would
empower the body to remove City Clerk John Campbell, who is under
investigation by a state grand jury for possible embezzlement.
The measure would give the Committee on Rules and
Administration monitoring power over council employees, while
leaving the final decision on personnel matters to the entire
council, according to president Christopher Iannella.
Campbell has not been at work since March 14, when he entered
a substance-abuse treatment center after the disclosure that about
$41,000 in fees from his office were unaccounted for. Campbell is
