PROVIDENCE - Michael Katz will tell you these are unusual
times in Rhode Island.
In the past few months a half-dozen people a day have looked
for work at the bookstore he manages -- about three times the
typical number of job seekers, he figures. "I've been here 10 years
and I've never seen so many people asking for jobs," says Katz.
Perhaps, then, it wouldn't surprise Katz to hear that Rhode
Island has an unemployement problem. But what's startling is that
unemployment in the Ocean State is the highest in the nation --
reflecting cutbacks in the manufacturing and construction industry,
a stagnant service sector and layoffs over the
