Every two years as statewide elections draw near, the
secretary of state's office sends out enough pink and blue ballots
to cover the needs of all registered voters who use paper ballots,
plus 10 percent.
But this year, clerks in some municipalities where the ballots
are still used say that 10 percent extra is too much. Unused and
forgotten, hundreds of excess ballots are burned, shredded, tied in
plastic bags and shipped away every primary year, the clerks said.
More cities and towns are recycling, but the clerks said that even
recycling cannot compensate for the waste.
