AMMAN, Jordan - Iraq tried to break out of isolation on two
fronts yesterday, offering to give away Iraqi oil to poor nations
and restoring diplomatic ties with Iran, once its archenemy.
Iraq made these moves a day after the superpowers' summit
ended in Helsinki, at which President Bush and the Soviet leader,
Mikhail S. Gorbachev, agreed on the need for Iraq to vacate Kuwait.
In an American move to strengthen a diplomatic link, Secretary
of State James Baker 3d announced that he would visit Syria later
this week in an attempt to further isolate Iraq. Syria has long had
