NATO decided today to seek talks with five North African and
Middle Eastern states to develop a joint strategy to combat any
security threat posed by Islamic extremists.
The decision to launch a dialogue with Egypt, Israel, Morocco,
Tunisia and Mauritania was made by NATO ambassadors after a strategy
review concluded that the alliance needs to pay greater attention to
the dangers of instability on its southern flank.
Since the collapse of the Soviet empire, NATO has been wrestling
with the problem of how to incorporate the new democracies in Eastern
Europe without antagonizing Moscow. The preparations to expand NATO
