A cease-fire in the contested border area between Peru and Ecuador
held for a second day today, as both sides weighed the undisclosed
terms offered by four countries who are mediators in the three-week-
old conflict.
Although Peru and Ecuador still adamantly maintain their positions
and appear far from conciliatory, the two days of relative peace in
the remote area known as the Cordillera del Condor are the first
encouraging signs since the fighting began Jan. 29.
The four countries mediating -- Argentina, Brazil, Chile and the
United States -- have not made the terms of their proposal public,
and it is not clear how close the two sides are. Ecuador's ambassador
