Article: Clinton to reduce White House staff

WASHINGTON -- In an action that administration officials acknowledged was largely symbolic, President Clinton announced yesterday he would trim the White House staff by 25 percent.

But the plan will reclassify more than 1,000 executive branch workers and exclude them from the baseline count. It also will allow many officials to be transferred and will result in only a 5 percent White House budgetary savings.

Moreover, Clinton did not repeat his campaign challenge that Congress follow his example, which would have a far bigger impact on the $1.5 trillion federal budget.
