The making of American foreign policy today resembles a bean-
counting exercise, the work of accountants instead of visionaries.
The Gingrich Republicans and the Clinton Democrats argue over the
shape and size of the foreign policy bureaucracy and programs, not
big questions of war and peace and America's new role in the world.
Between them, the slash-and-burn Republicans and the running-in-
place Democrats risk making a mess of the close of the American
century. What America stands for overseas is increasingly unclear.
