Thirteen leading Chinese exiles have sent an appeal to the
National People's Congress in support of political dissidents here
who this week petitioned the legislature for political reforms and an
anti-corruption drive.
The exiles argued that China's constitution already provides the
legal safeguards needed to fulfill the requests in the dissidents'
petitions, but that the constitutional guarantees have not been
carried out. "Although the constitution and laws of China are far
from being perfect," they wrote, "the first step taken should be to
carry them out, then improve upon them later."
