WASHINGTON -- On the second anniversary of the tumultuous New
Hampshire primary, President Clinton yesterday used the trappings of
his office to court the state once again, announcing federal heating
grants, hosting the state's media and entertaining 200 of its
political leaders.
Clinton, in what aides insisted was just a coincidence, opened
"New Hampshire Appreciation Day" by announcing new energy assistance
grants for low-income Americans, including $3 million for New
Hampshire and almost $14 million for Massachusetts. While Democrats
have recently called for identical grants, Clinton said he took
action because of the cold weather.
