FORT LAUDERDALE, Fla. -- Jason Payne and his college friends had
not planned to spend spring break playing shuffleboard.
But since arriving in this former party-hearty city, they had been
hassled in restaurants, chastised for missing their hotel's 2 a.m.
curfew and berated for playing a radio near the pool. Now, their
vacation almost over, the University of Tennessee students were
sliding disks across a barren patio.
"Nothing else to do," said Payne. "This is a nice city, but they
obviously don't want young people here."
Before 1985, Fort Lauderdale was synonymous with spring break,
famous as the place "Where the Boys Are," the title of a 1960 movie
