Article: To Clinton, Mission Accomplished; to Haitians, Hopes Dashed

Almost as soon as 20,000 U.S. troops landed here Sept. 19 to restore President Jean-Bertrand Aristide to power, the expectations of the Haitian people and the reality of the limited American mission clashed, gradually turning euphoria into indifference and sometimes hostility.

For President Clinton, who arrives here Friday to turn over command of the remaining U.S. troops to the United Nations, the Haiti mission was narrowly defined, and a success. The mission was to return Aristide and give Haitians time to begin to rebuild their battered nation without the climate of terror that pervaded during military rule.
