WASHINGTON -- President Clinton yesterday nominated federal
appellate Judge Stephen G. Breyer of Boston to the US Supreme Court
after Republicans vowed they would vigorously oppose Interior
Secretary Bruce Babbitt for the post.
Breyer, who had heard nothing from the White House about his
possible selection in more than three weeks, was in Boston when
Clinton made his decision late yesterday and called the judge. The
