Article: Envirotest on inside track for N.H. emission test pact

CONCORD, N.H. -- New Hampshire is holding exclusive discussions with Envirotest, a politically well-connected automobile emission-testing firm, to operate its $50 million a year tailpipe-pollution control program, officials confirmed yesterday.

The decision is not final until it is approved by Gov. Stephen E. Merrill and the Executive Council, Glenn A. Wallace, administrator of the state's auto emissions program, told the Legislature's Vehicle Emissions Advisory Committee. But he confirmed that he had recommended Envirotest as the "top-rated vendor."
