Article: Clinton outlines $60b tax-cut plan `Middle class Bill of Rights' has IRA expansion, credits for college tuition, children

WASHINGTON -- President Clinton, in a high-stakes attempt to restore his political fortunes, proposed a "middle class Bill of Rights" last night that included a $500-per-child tax cut, tax deductibility for college tuition and a major expansion of individual retirement accounts.

The $60-billion package of tax cuts, described by aides as the midterm equivalent of a new campaign platform, would be funded through spending cuts and consolidations, officials said, as well as by privatizing operations such as the air traffic control system. Clinton rejected proposals to eliminate a Cabinet agency.
