It was one small step for welfare "reform" and one lousy giant
step backward for humanity last week when the Massachusetts Senate
knuckled under to the torch-the-poor mood.
The nastiness reached its lowest point on the vote cementing the
elimination of the extra $90 a month welfare mothers get for a new
baby. A bid to replace the doomed $90 grant with a $90 voucher for
diapers or other nonfood items failed on a 20-18 vote, but not before
Senate President William Bulger delivered a sermon of understated
eloquence.
"I didn't want to get into this debate," began the man who grew up
poor in a South Boston project. "I don't like this debate." But
