T. David Higgins, a retired computer specialist for Union Carbide
Corp., died March 10 at St. Francis Hospital in Charleston, W. Va.
He was 66.
Born in Winthrop, Mr. Higgins graduated from Lowell Technological
Institute in 1951 and earned a master's degree in engineering from
the Massachusetts Institute of Technology.
After moving to Charleston in 1956, he became a West Virginia
official in the 1964 presidential campaign of Barry Goldwater. A
