ROCKPORT -- It was 10 a.m. Sunday and the sky was clear and the people sat in their cars and waited for Ted Tarr of Rockport to show up.

Then a strange car that looked like an Army tank rolled on to the Whistle Stop Mall parking area and Tarr emerged. He wore a thin tan jacket and conventional shirt and trousers, but no hat. It was still cold, but Tarr didn't seem to mind.
