Article: Skepticism greets Menino's public housing plan

In front of what was supposed to be a sympathetic crowd of elders, Mayor Menino yesterday presented his two-year plan to turn around public housing: building-based management, stepped-up security, tenant participation in all decisions.

But Menino was greeted with deeply rooted skepticism.

"The residents of these buildings are sick and tired of promises," said Oscar Farmer, a resident of Martin Luther King Towers in Roxbury. "This is not only inhuman, it's inhumane." Menino tried to rise to the challenge by giving his pledge a special edge, vowing that "there will be a lot of heads on the chopping block" at the Boston Housing Authority unless he sees major change within six months.
