JERUSALEM -- Israel suspended its decision yesterday to expropriate land in East Jerusalem, ending a spreading crisis that had threatened to topple the government and ruin its nascent ties with the Arab world.

A parliamentary no-confidence measure was then withdrawn. An Arab League meeting on the seizure, which had been planned for Saturday, will probably be called off.

The government made its decision on Jerusalem at an emergency Cabinet meeting yesterday, just before the Knesset, or parliament, was to debate the no-confidence motion put forward by two left-wing Israeli Arab parties over the expropriations.
