Article: Abortion Rate Increased Under N.J. `Family Cap'; Officials Uncertain of Significance Because of Early Stage of Welfare Restriction Program

New Jersey welfare officials announced yesterday that the abortion rate among poor women increased 3.6 percent in the eight months after New Jersey last year barred additional payments to women on welfare who gave birth to additional children, a development antiabortion groups said they feared.

"We have seen a slight increase in the abortion rate at the same time that we have seen a fairly significant decrease in the birth rate to women on welfare," New Jersey Human Services Commissioner William Waldman said in a statement.
