As president of a private college, I am increasingly concerned
about the future of public universities, which are an essential part
of the nation's system of higher education and enroll 80 percent of
its students.
%EC%When I served as president of the University of Iowa from
1982 to 1987, I often spoke about the bright prospects of public
universities. They seemed poised on the threshold of an especially
promising period academically. That view was based on several
