Article: In '96, equal rights may be the cats' meow

Cats get no respect. They've been blamed for causing bad luck, linked to witchcraft and ridiculed in a popular book titled "101 Uses for a Dead Cat."

But a proposed November 1996 ballot question could restore the dignity of all felines by giving them the same legal protections dogs enjoy, according to the Newton elementary school teacher sponsoring the question.

Annette Eng, 58, who has three cats and two dogs of her own and operates a cat adoption agency out of her home, says her proposal would require cat owners to license their pets for a onetime fee of $3. It also calls for an additional yearly "breeder's fee" of $25 for owners whose cats are not spayed or neutered.
