The best way to Boston taxpayers' hearts may be through their stomachs.

Intent on making City Hall a nicer place to visit, Mayor Menino disclosed plans yesterday for a glass-covered rooftop restaurant that could turn a trip to the bill collector's window into a gala dining experience.

"You'll be able to pay your taxes, pay a parking ticket, then come up here for a great view," the mayor said from a rooftop perch.

Details of the haute cuisine chez City Hall remain thin as consomme. Early plans call for a $1.2 million restaurant and function room to be built during the next several years at private expense. At least, diners will be assured a view of the skyline devoid of perhaps the city's ...
