WASHINGTON -- Sen. Edward M. Kennedy is on a salvage mission.
As the leading liberal Democrat in Congress, with more than 32
years of legislating under his considerable belt, Kennedy is rushing
from crisis to crisis, trying to save programs and policies he has
created and nurtured over the years.
Last week was a particularly trying time to be a liberal on
Capitol Hill. In the Senate, money for national service programs was
wiped out; fees to obtain student loans were increased by $10
billion; premiums paid by the elderly for Medicare health insurance
were slated to rise, and an executive order barring companies from
permanently replacing strikers was on the chopping block.
