NORWELL -- Hair coloring and perm solutions are beauty industry
staples. They also, according to the state's new Title 5
regulations, are hazards to drinking water.
This puts salon owners in the same boat as homeowners in areas
without sewers, many of whom are facing major expenses to upgrade or
install systems meeting the strengthened Title 5 septic regulations.
The new provisions clarify for the first time that beauty salons
are among the dozens of other businesses that use certain chemicals
that must contain their waste. Environmental officials say the
solutions stylists use to tint, dye and style hair are toxic and can
contaminate ground water, wells and rivers once they are washed ...
