Article: Separatist Bouchard takes helm in Quebec

QUEBEC CITY -- Lucien Bouchard, the combative champion of Quebec nationalism, was sworn in yesterday as premier of Canada's most restive province.

The 57-year-old leader of the Parti Quebecois pledged to dedicate himself to resolving Quebec's fiscal woes and creating jobs in the economically hard-pressed province. But Bouchard has made plain that the overriding goal of his government will be to lead Quebec out of Canada.

"There are two profoundly different nations in existence here in the northern part of North America," Bouchard said in his inaugural speech. "Two very different peoples who shortly must decide their destiny."
