In 1990, candidate William F. Weld was a Beacon Hill outsider
pledging to turn state government upside down. Yesterday, Gov. Weld,
again a candidate for office but now a Beacon Hill insider, laid out
how he hopes to make good on his promise.
The $17.36 billion budget presented to the Legislature, along
with an ambitious plan to downsize state government, is more than a
statement of his libertarian philosophy. It is also a clever
political document that highlights how well he is using his office to
run against US Sen. John F. Kerry, and an illustration of how much he
has learned -- and changed -- in five years on Beacon Hill.
