Social Security, the "third rail" of American politics, is
about to be touched.
A presidential advisory panel next month will ask the nation to
consider a radical change in the popular program -- a plan that would
let people funnel part of their Social Security payroll tax into
individual accounts that could be invested in stocks and bonds.
The panel's report will offer up "privatizing" Social Security
as one of several options for restoring the system's health. At the
moment, only five of the 13 members of the panel support the notion.
But the fact that privatization is getting a serious hearing is the
latest sign that a previously radical idea is creeping closer to the
mainstream.
