Article: James River to Virginia: One Good Package Deserves Another

James River Corp. created a fair amount of anxiety in Richmond recently as it moved business retention squarely to the top of the economic development agendas of state and city officials.

Although the issue appears to be resolved for now, James River made its point in an intriguing series of developments that unfolded over the past several days.

First, Robert C. Williams, James River's chairman and chief executive, broadly hinted that the giant paper products company might consider moving its headquarters and 500 jobs out of Virginia.

However, a "Motorola-type" package of incentives could make relocation a moot subject, Williams implied after meeting with Virginia and Richmond officials.
