The TWA jet that exploded in July was used a month earlier in a training exercise for bomb-sniffing dogs that involved placing packages of explosives on the plane, possibly explaining the traces of chemical residue found in the wreckage, FBI officials said yesterday.

In a surprising half-page statement, the FBI disclosed that the Boeing 747 that would become the ill-fated TWA Flight 800 was used "as part of a routine recertification test for a dog," and test packages with explosive chemicals were placed aboard the plane.

All the packets were removed after the June 11 exercise, but their presence on the plane could explain why investigators found the microscopic chemical traces. Before ...
