OTTAWA -- In a scramble to expand trade with China further, Canada is quietly paring back its environmental regulations to speed the sale of two nuclear reactors to the country.

Prime Minister Jean Chretien, who is determined to transform Canada into an important Pacific economic player, wants to see that the $3 billion project gets under way by Wednesday.
