The legitimacy of the first elections since the United States
restored President Jean-Bertrand Aristide to office is being
challenged by U.S. Republicans and Haitian opposition figures.
The International Republican Institute, affiliated with the
Republican Party, issued a blistering 300-page report criticizing
everything from the way the Provisional Electoral Council was org-
anized to the way some candidates were disqualified from running. The
elections, initially scheduled for January, were postponed numerous
times because of logistical problems.
