There was a day last summer before he decided against running for governor when Joe Kennedy sat talking to Tim Russert of NBC's "Meet The Press" at a cookout on Cape Cod. As Russert asked him about the difficulty of being a Democrat in a Congress dominated by Republicans, asked him about politics and campaigns and committee hearings, asked all the usual Washington stuff, Joe Kennedy's responses sounded as if he were making a hostage tape.

"Then I asked him about fishing," Russert recalled yesterday. "Where was the best place to catch blues? What equipment do you use? Can kids do it? And all of a sudden, he came alive.
