Article: D.C. Drafting Mixed-Use Plan For Woodies Site; Department Store Would Be Required for Part of Building

District officials said yesterday they are planning to require a department store in at least a portion of the massive downtown Woodward & Lothrop building at 11th and F streets NW.

Officials are drafting a rezoning proposal that would eliminate a requirement for a department store to occupy all nine stories of the historic building. Still, their proposal for a mixed-use development of office and retail space would include a small department store -- a requirement that real estate experts said would make selling the building more difficult.
