Article: Councilors irked at Menino for home-school plan delays

Confounding his political advisers and many of his constituents, Mayor Thomas M. Menino has quietly put the brakes on plans to change the way students are assigned and transported to schools in Boston, City Hall officials say.

In response to cries for a return to so-called "neighborhood schools" -- where parents are given the choice of sending their kids to schools close to their homes rather than, in some cases, transporting them across town -- Menino had agreed to explore a modified school-choice plan, to go into effect next September.
