Boston Mayor Thomas M. Menino last night pledged to build five
neighborhood schools, an announcement that could signal the beginning
of the end of two decades of student busing in Boston.
For the first time in his six years as mayor, a previously
reluctant Menino proposed a viable plan for a step back to
neighborhood schools -- a concept several city councilors have
championed in deference to constituents who still resent a policy
that forces some students to be bused to schools across the city.
The surprise proposal, part of Menino's annual State of the City
address last night at Emerson Majestic Theatre, sets the stage for a
reversal of one of the country's most tumultuous desegregation ...
