That's the underlying question posed by Governor Paul Cellucci's plan to dramatically revise the state's unemployment insurance program.

Cellucci, who yesterday unveiled his plan to slash unemployment insurance rates, believes that having enough money to pay roughly a year's worth of unemployment benefits is sufficient. But others -- including Senate President Thomas Birmingham, labor unions, and a special congressional commission created to study the question -- suggest the state's unemployment insurance trust fund should have money to pay benefits for 18 to 24 months.
