When Police Chief Joe Carter walks the streets of the resort town
of Oak Bluffs on Martha's Vineyard, even a routine stroll can look
something like a victory march. As Carter tours "the loop" -- an
oval route that takes him from the oceanside police station to the
post office and down busy Circuit Avenue -- pedestrians wave,
motorists honk, and police from neighboring towns roll down their
windows for a "Hi, how are ya?"
His uniform has four glittering stars on each shoulder and gold
braid on the hat, and Carter, after a quarter-century as a police
officer and as a member of the Massachusetts National Guard, has the
