CHELSEA - He wore jeans, a sweater, a pair of sneakers and a smile. Filling up an oil tanker at the Chelsea Oil Terminal yesterday, former US representative Joseph P. Kennedy II beamed like a kid at Christmas.

For the second year in a row, since the program was reinstated after its suspension in the 1980s, Citizens Energy Corp. kicked off its oil heat assistance program at a press conference.

The program provides low-cost heating oil to Massachusetts residents in need. Last winter, roughly 1.2 million gallons of oil were distributed at reduced cost. This year, Kennedy, chairman of Citizens Energy, expects 2 million gallons to be distributed.
