At a stop in Cozumel on a Caribbean cruise last month, Michael and Nancy Greco paid $2,400 for a tanzanite and diamond ring that their Mexican jeweler appraised at $6,530.

It was a tremendous bargain, and normally the type of savings that would make the couple from southeastern Massachusetts wonder whether something was amiss. But the Grecos had been reassured by representatives of their cruise line, Celebrity Cruises, a division of Royal Caribbean Cruises Ltd., that everything was on the up and up.
