The suspension of the Northern Ireland assembly may be the pause
that refreshes the peace process. The Irish Republican Army has come
up with a new position that - in the words of a neutral commission -
holds out the prospect that the IRA "will initiate a comprehensive
process to put arms beyond use . . . "
This could be the "decommissioning" long sought by the Ulster
Unionist Party, whose governing council holds a meeting today. David
Trimble, the Unionist leader and first minister of the new
government, had promised to resign if the IRA had not begun to
decommission.
He need not quit a government that has ceased to exist. The
