Lucien Bouchard, returning from two weeks of pondering his
political future, said today he is prepared to govern Quebec and lead
the separatist movement that he nearly took to victory in last
month's provincial referendum on independence from Canada.
Bouchard, who is opposition leader in the Canadian House of
Commons and chief of the parliamentary Bloc Quebecois, surprised few
with his announcement that he will run for the presidency of the
separatist Parti Quebecois, which governs Quebec. No opposition to
Quebec's most popular politician is expected within the party and,
because it governs the province, Bouchard would become premier
automatically -- probably by mid-January.
