CONCORD - As the House and Senate continue to struggle over a two-
year state budget and how to pay a court-mandated school-funding tab
of $881 million, another bond rating agency has warned that shirking
responsibilities will cost New Hampshire money.
Legislature
"We're going to watch to see what they do this session, then we're
going to assess what they've done," said Richard Raphael, executive
managing director in public finance with the Fitch Inc. bond-rating
agency. "This is formally their second go-round so we're looking to
see what they do to come up with a long-term solution and package
that funds a judicially-mandated requirement in a permanent way as
opposed to a piecemeal way."
