This city, the ancient capital of the Inca empire, is undergoing a double renaissance. With the decline of guerrilla attacks, tourists are beginning to return after a decade-long absence. At the same time, and quite apart from the tourist trade, Cuzco is more than ever promoting its place at the center of Peru's pre-Spanish culture, sometimes aggressively so.
