This city, the ancient capital of the Inca empire, is undergoing
a double renaissance. With the decline of guerrilla attacks,
tourists are beginning to return after a decade-long absence. At the
same time, and quite apart from the tourist trade, Cuzco is more
than ever promoting its place at the center of Peru's pre-Spanish
culture, sometimes aggressively so.
Leading Cuzco's "Inca Power" drive is Mayor Daniel Estrada, 45,
a tall, combative politician sometimes mentioned as a presidential
candidate. Estrada managed to get Peru's congress to acknowledge
Cuzco as Peru's "historic capital" in the new constitution approved
