Who can best navigate Gloucester through its maze of troubles has
become the focus of talk in the city after Mayor John Bell announced
that he will not seek reelection this year.
The mayor made his announcement Monday after a turbulent week that
also saw voters reject a tax hike for a library building project, the
library director resign over the vote, and continued focus on the
city's beleaguered finances.
Bell's impending departure and concerns about the city's mounting
woes have brought sudden new attention and activity to what had been
a low-key mayor's race.
Until Monday, the only declared candidates were Councilor at Large
