THE NIPS PROBLEM - After receiving a complaint from a local
business owner about the amount of empty small liquor bottles, or
nips, littering parks and streets, City Councilor Brian B. Hatleberg
has asked that councilors meet in subcommittee to discuss whether the
sale of nips can be regulated. Hatleberg said he discussed it with
the city solicitor and determined that "nobody is really sure what we
can regulate in this territory." He said he doesn't anticipate that
the committee will meet on this until the City Council reconvenes
after the summer break. Hatleberg said he wants to be able to do
something about public drunkenness and "many of the problems that
come about ...
