To show that this is a brand-new day for the National Endowment
for the Arts, Chairman Jane Alexander invited the agency's chief
nemesis over for a chat. And even when Sen. Jesse Helms (R-N.C.)
ended up backing out because of time conflicts, the gesture was a
clear indication that Alexander is devising a strategy of
collaboration to restore the credibility of the agency.
The thrust of Alexander's approach emerged concretely yesterday
at the quarterly meeting of the National Council on the Arts, the
NEA's presidentially appointed panel of advisers. Reports on the
agency's consultation with members of Congress, Cabinet members,
mayors and arts officials dominated the morning session.
