All around the National Football League, general managers and
personnel specialists were huddled around the final list of 31
declared transition and franchise players yesterday, plotting
strategy for the fierce competition to land free agents when the
signing period begins on Friday.
There are 582 free agents available, according to the NFL
Players Association, including 411 totally unrestricted free agents
who can sign with any team in the NFL without the new team having to
compensate the old one.
"We've just got the list of transition and franchise players,"
said Mike Allman, director of player personnel for the Seattle
